SECTORAL OPPORTUNITIES

Records show that 12 million plus passengers are served annually in Nigeria by air travel.  Nigeria’s market size is Sub Saharan Africa is second only to South Africa.  There are currently 22 airports in Nigeria but the Golden Triangle of Port Harcourt, Lagos and Abuja account for between 77% to 90% of all passenger movement and between 64% to 89% of all aircraft movement, with Lagos accounting for more than 80% of international and 40%% of domestic flights.

However, more than 30% of all passenger destinations in the region is accounted for by Bayelsa State.  In addition, 438,000+ travellers are subjected to an additional trip from Port Harcourt Airport to Bayelsa, a journey which takes an average of about 90 minutes by road.  This equates to an estimated 328,500 man hour loss in commuting time, excluding un-estimated costs of private choppers/helicopters arrangements by the several onshore oil and gas installations within the State, and un-estimated costs for private taxis from Port Harcourt Airport to Bayelsa by the vast majority of travellers.

The development of an Airport in Bayelsa State is highly anticipated, and today, the State is already home to a federal tactical air force command

The State Government committed to stimulating investment in the Aviation sector through the following key policies:

  • Adoption of a PPP Model for development and management of aviation infrastructure with a clear legal framework for streamlining Private-Public Partnership agreements.
  • The successful concession of the MMA2 in Lagos State of Nigeria to a private operator signaled the commencement of the adoption of this mode of PPP in the development and management of aviation infrastructure in the country.
